Can also step have identifiers? Yes #23

This would make sense to overrule the currently implicit {pageID}/{pageOccurenceIndex}/{stepInsidePageIndex} rule to define an identifier for a step

Which might be helpful if somebody wants define and use any other more stable URL schema for steps

What do you think?

we introduce an ID field, but to keep it simple for the libraries it is optional, server calculates it. Calculation t.b.d. (old format used slashes, needs to be changes e.g. -)

we decided to introduce this id field, for consistency, so allidentifiable object can have a manually set id.

The libraries do not have to set it, only sanititzed values are allowed.
