Create a docs website to centralize information from scenerystack and phetsims/phet-info #11

We can create a docs website that mirrors the documentation in both repos and organizes it in a way to be much clearer to the reader. We should not need to maintain distinct copies through GitHub actions such as https://github.com/marketplace/actions/repo-file-sync-action and automated build process (also GitHub Actions)

Progress being made locally, but deployed using gh-pages.
