Find a file called Logo.sys and rename it to Logo.bak
Unzip this Logo.zip file and place the new Logo.sys file in C:\ (so the full path looks like C:\Logo.sys).
Restart the PC and you'll now see the new screen on startup.
Btw if you'd like see the startup screen properly, set the CPU speed to '486DX 33MHz' (Core Options > Performance > Emulated Performance) otherwise this screen disappears very quickly because the Windows startup loading time is vastly faster than real hardware.
I've created this DOSBox-Pure startup screen for Windows 98. Feel free to use it :)

Installing it is easy:
C:\Logo.sys
