Add tentative HTML generator for man.scheme.org #4

There is now https://doc.scheme.org/man/3/utf32-%3Estring/index.html et.al. No HTML index listing all the pages yet, but we should make one.

Should we URL-encode (i.e. percent-encode) the HTML filenames?

Let me know if you want the .sh files in a different subdirectory, or other naming changes.

Also, should the URLs be /man/3scheme/foo instead of the current /man/3/foo? Is 3 with no qualifier reserved for the C language?

I think we should eventually add Scheme implementations' own manpages to the site as well. In that case, the distinction may be useful.
