Update Makefile #19

Modified the Makefile to disable installing the metis libraries as this part breaks the installation process when ParMETIS is built externally or the NO_PARMETIS option is enabled. I don't believe that the metis libraries need to be installed anyway.

Thanks Carsten,

I have just commented out the lines. If it is ok, we may remove all references to *METIS in the Makefile.

I'll update CoastalApp now.

I updated and merged cmmb in both SCHISM and SCHISM-ESMF, I added the updated pointers to schism-dev/CoastalApp/develop. Please merge my PR on CoastalApp.
