wicked high voronoi area stds #19

stds are coming out wicked high for voronoi area stds. is there a missing bound-cone restriction somewhere? shouldn't even be calculating voronoi areas for unbound cones...

I'm pretty sure this was because of the issue where some unbound cones were slipping through the defenses - not seeing it since I fixed that.
