devfest banner fixes and resources plug #137

Fixes the devfest banner on mobile, plugs DevFest resources, and makes the navbar go away when you scroll down the page.

All paralax / javascript animation effects are now disabled on mobile for better performance, using http://hgoebl.github.io/mobile-detect.js/
