gzserver log error #33

We have

Error opening log file: "/home/vagrant/.gazebo/gzserver.log"

in stdout. this may be contributing to gzserver occasionally not exiting cleanly and refusing to give up the port it uses. it also needs to be in /test if we want to keep it, since this seems to be a source of logs independent of roslog.

this seems to be intermittent, probably correlated with Gz not coming up for other reasons. i can't replicate it reliably.
