Dead reckoning testing #46

We need to test the dead reckoning instructions, especially turning off amcl and movebase, and then turning them back on.

This works, and I learnt that Selva has a version that works on the turtlebot. If we had time (or I had known that he was not doing wallfollowing but doing dead reckoning) this would have been a nice architectural reconfiguration to put into the test.

Let's consider this for the PDW.
