Public email option resets on failed captcha #158

Submitter: mshafer1 tried testing this, got the captcha wrong on first attempt but got it on second. Found email was included in Issue despite having unchecked "Public email", tested a little more and found it resets to checked on a failed captcha even though all other fields maintained values.
