Fixed langtag build for Scarthgap #17

Hi guys, making a start attempting to compile LibreOffice in Scarthgap.

liblangtag build failed. I bumped it to 0.6.7, got it from the Debian source repo, as well as a couple of patches. Got some errors with do_configure, so just ran oe_runconf, and success.

Patches and recipe attached.

Note: I hope this motivates you guys to update meta-office for Scarthgap!
