LXQt update to 0.13.0 #47

The LXQt project released version 0.13.0.

Tested to build on run on a armv7 system.

Hi Andreas

I build against Qt 5.11 from meta-qt5 master. I expect this to build also against older Qt versions. According to the release notes Qt 5.7.1 is required.

Will build with Qt 5.9 tomorrow and apply then.
