Produce Internet Drafts for each address range to be opened up #2

In order to eventually turn these improvements to IPv4 into standards, it is necessary to pursue the various standards bodies and orginizations responsible with the appropriate Internet drafts to one day, become standard RFCs.

240/4 as globally routable unicast is already a defacto standard, however opening up 0/8, altering 127/8, and pulling out ranges from 224 do require both patches and standardization efforts.

In addition to what you have described above, I would strongly encourage discussing this proposal with the network operations community. Ultimately, network operators are the organizations that would be supporting the use of these addresses, so understanding and then addressing any issues they would experience is essential.
