Incorrect extent for Cville road centerlines via WMS #19

Load Cville Road Centerlines as WMS in ArcMap or QGIS. Zoom to layer zooms out well beyond Charlottesville. Spot check of other Cville layers does not produce this result. See http://libsvr35.lib.virginia.edu/items/349
