PDF Resolution #29

The resolution of rasters in the PDF downloads is very poor. We would like to be able to zoom in and at least read feature names on maps.

There is, unfortunately, no control over what Geoserver returns with the PDF format (see http://docs.geoserver.org/latest/en/user/services/wms/outputformats.html) for raster datasets. I believe this is not an issue for vector datasets as the PDF contains SVG. Might be better to remove this output format for rasters...

per Chris/Kelly, remove this option for raster datasets, leave for vector datasets
