Configure via Toml #137

So, this adds a separate binary (for now) because I didn't want to hack apart the main one yet.

I think it'll be easier to get automatic packaging going with a config file, since we can provide init scripts for various systems and point them all at the config file.

Dropped the ball on this PR.

It looks awesome, thanks a lot. I think the TOML stuff is really cool. cowyo has come a long way!
