Sprint cleanup #7

This is just a quick cleanup after repo initialization. The cleanup includes:

  1. Documenting tools and how to contribute
  2. Removing unused source files
  3. Migrating prettier and eslint to biome with full config
  4. Running pre-commit pipeline to completion
  5. Moving feature list into project issues

This PR was the unfortunate casualty of me retroactively signing all of my commits yet not being good enough at git to avoid locking this branch. All this code is in trunk now though.
