New compression scheme: CXPM v3

One stream of bytes, 3 bytes per region
CWH to paint a region w/ C for W,H rectangle; region directions are sequential
0XY to indicate ul of next region
000 to terminate image Old scheme "leaks" pixels occasionally for odd lengths(?)
