Implement repairing ship when docked at base #10

  1. When close enough the base pulls you towards the center
  2. When stopped on the base, gain health (with be fuel, spare parts, and ship condition when those replace health)
  3. Make base repair sound when ship is actively being repaired

Finished with commit c04eeb8cc2cf5f6ea349fb73177973f143c6cb40. This is only an initial implementation though and will most likely be changed in the future.
