Add CI workflow #213

I've tried to mimic the existing Travis setup, except I've added matrixed builds for pythons 3.8, 3.9 and 3.10-dev besides 3.7.

I haven't implemented pip caching yet, but this is a start.

Thanks for the kick start! Going ahead and merging. I need to nuke the appveyor checks.
