XAR TOC Compression #60

For XAR to be fully and readily adopted for more common use, it may be wise
to implement a commonly accepted compression (optimized for textual data)
into use against the TOC XML.

By "commonly accepted", I mean to indicate a compression method that is
widely available and documented, has several known and stable
implementations, and is free and open source.

Currently, if one was to use XAR to store a large quantity of files, the
size of the TOC can grow massively, potentially even negating the effect of
compression.
