Calculate precip derived bioclim variables #43

We can use the regional wx station precip time series to calculate

BIO8 = Mean Temperature of Wettest Quarter BIO9 = Mean Temperature of Driest Quarter

This will require handing the reconstruction functions this additional external data source so it is a bit hacky but should work.
