No HOTDRAW_SELECTED notification when clicking away from edit mode #184

What steps will reproduce the problem?
1. enter edit mode on a component
2. select another component on the screen

What is the expected output? What do you see instead?

You would expect to see a Component.Normal.Mode notification for the
previously edited component and then a Hotdraw.component_selected
notification for the new component (and may another Component.Normal.Mode
notification for the new component).

You only get a single 'Component.Normal.Mode' notification, so there is no
indication that another component has been selected.
