This pull request introduces a test for the creation and deletion of an S3 resource within CKAN. It covers:

Creation of an S3 resource under a newly created organization.
Successful deletion of the S3 resource and subsequent deletion of the organization.
Refactor of the create_s3_resource endpoint to comply with PEP 8 standards.
