Docker error caused by running nojava ipmi kvm!

Added new (WSPING_INTERVAL & WSPING_TIMEOUT) env variables allowing tuning of WebSocket ping timers.

Enhance error handling & logging when container cannot be started.

Avoid kvm websocket from closing when docker container startup takes some time..

Fails to connect due to tornado.websocket.WebSocketClosedError
