The only outcome I am seeking from this merge is the inclusion of the file test_parallel_hoc.py, which is refered to be a different name: test_fixed.py in 'scidash/docker-stacks/neuron-mpi-neuroml-extra/Dockerfile'

Since its referenced with a Docker Add command, its probably syntactically necessary to facilitate a successful build.
