s3.tf has gotten too big. #44

I've been finding it increasingly difficult to manage. I want to consider splitting it into one file per bucket.

This is reasonable! Do it as part of current work or nah?

I actually do think I will do this today, yes -- just because it makes the config so much more legible, it will make my life easier as I do the upgrade.
