Remove `ignore_changes` workaround

Ref #51 Removes a workaround that was causing me headaches while working on ref #48. The problem is documented at https://github.com/hashicorp/terraform-provider-aws/issues/25241 Let's merge and apply this fairly soon - it's really unfinished cleanup.
