Popover implementation #80

Addresses issues #41, #61, #62, #63

On hover, videos in Menu Bar will display after 1 second delay, will show for 3 seconds, and then hide. Popover will instantly disappear before 3 second Show Time is filled if mouse moves off.

Updated ExampleModel.json to have popoverDwell and showTime parameters.

Moved popover placement functionality to handlebar files instead of in JS files.

I don't think we need bower.json and package.json. recommend removing.
