module suggestion: detect confidence intervals that do not contain estimate #17

Confidence intervals should contain the estimate, yet two days apart, I found instances where this went wrong first in someone else's paper, and then in my own - this would seem to be something that could be caught in papercheck?

Yes, indeed, it should be possible! This was one of the ideas brainstormed during the perspectives on scientific error conference! We have not worked on CI yet, but we would love for anyone else to pick this up, or we will eventually do it ourselves, I guess!
