Add blogpost about Scientific Python project

This is a blogpost about the Scientific Python project. @stefanv, @tupui and @jarrodmillman please let me know what you think.

• [x] I have the right to publish the content under BSD 3-Clause License for the code and Creative Common CC-BY-4.0 License for the text.
• [x] Images have been compressed using a tool like pngquant.

Thanks for the review @tupui. I'll wait for Jarrod's and Stefan's review so I apply the changes all at once. I did not take the website's picture but I can do that if it's best. I took the original that I had but I did compress it using pngquant. Let me know what you think is best.

I would use this image (it is still pretty big, but about 1/3 of the size of the one in this PR):

• https://raw.githubusercontent.com/scientific-python/scientific-python.org/main/content/community/images/community.png

We should be careful to avoid adding big images to the repo / site as it may eventually make both unusable.
