"--verbose" flag is only affecting the log level in `_cli.py` #29

Simply setting the level in https://github.com/scientific-python/changelist/blob/635d15f4abdc8c6926ea94e14fb1e237b6ece805/src/changelist/_cli.py#L108

is not enough as this doesn't get propagated to loggers in other submodules.
