Use mdformat for MD files

I want to manually update the RELEASE.md and see if we can incorporate the formatting in changelist before merging this.

Potential issues to consider:

• mdformat breaks Hugo shortcodes by escaping <
• the number can be configured
• the repo hasn't had much recent activity
