Link to sign up missing (Knapsack) #252

I'm working on Knapsack testing, and I can't test the "Create a new account" form because the link to sign up as a user is missing from the site. Could it be turned off deliberately since we turned off new accounts in our official Hyku instance over the summer?

The ability to create a new account is specifically disabled in the pre-knapsack version, and it looks like that is the case now.
