Collection branding banner doesn't work #289

Logo & link work. Banner image does not.

looks like this is a problem even on staging, maybe we can kick this one down the road?

Since this is an issue in staging I'm going to kick this one out of this sprint since it's not something impacted by the knapsack work.

Maybe this wasn't broken by Knapsack, but it definitely used to work. See https://github.com/scientist-softserv/adventist_knapsack/issues/514 and screenshot of working banner on Prod last year.
