Add dog_biscuits rake task #3

Story

Add a rake task for dog_biscuits so migrations will work. ref https://github.com/scientist-softserv/adventist_knapsack/issues/311

Expected Behavior Before Changes

Migrations fail due to missing authorities.rake task, and homepage throws an error.

Expected Behavior After Changes

Migrations can run, and homepage loads.
