Fix File Manager button #525

When we click the File Manager button on a work, we get the "Sorry something went wrong" error message. We understand that the File Manager screen would give us the option to rearrange file sets or perform a version of batch edit. We'd like to fix the button so it shows the administrative screen it intends to show, or we'd like to remove the button entirely.

Note to the ADL Team: this is a known Hyku bug and not a blocker. Low priority.
