Staging not splitting PDFs #776

A new importer ran today and successfully created works and attached remote files from S3 links. However, the PDFs have not split and GoodJobs isn't showing any work going on in the background.

Splitting is happening, but it's creating more child works than it ever did on production, and then it displays all child works in the UV, thereby duplicating the work. So, the main problem is solved but there's still a bug? I tested with this work: https://adl.s2.adventistdigitallibrary.org/concern/generic_works/538a6bcf-e2b7-429e-b15a-f19530a9a7d9
