The current branch of Hyku main, after the Hyrax upgrade, does not change visibility policies on an admin set.
When you first create an admin set, you reroute to the edit screen where you can switch to the Release & Visibility tab to attempt an edit, but the data does not reflect the change.
You do not have access to view the admin set once you exit the edit screen so later edits do not work.
Role & group permission assignments have not been tested due to above issue, but it is likely they also fail
Acceptance Criteria
[ ] Visibility contains correct value in the edit tab
[ ] Admin is able to view the admin set
[ ] Group & Role permissions function as expected

Testing Instructions
Create a new admin set. It will be "All settings allowed" visibility by default.
Switch to "Release and Visibility" tab.
Scroll down and select a different option and save.
[ ] Persisted object and solr index should reflect changes (may need to verify this via rails console)

[ ] Able to view the admin set (do not get unauthorized error)
Additional testing to set roles and groups (may need to verify behavior with Kiah)
