while qa'ing #173 @aprilrieger realized that the lv theme wasn't showing. we discussed this in stand up today and lea ann pointed us to the commit above.
this isn't necessarily related to 173 but is necessary in general so I brought it over.

restore copying the lv theme to the public folder so ss staging works
