8/6/2020 progress: New workflow is created, more updates related to the Hyrax::Groups conversion are in place. Next step is to verify workflow is working. Need to implement a button in UI to create draft which will trigger new draft step in workflow. Also need to identify the correct roles that go with each part of the workflow.

Rake task didn't work on staging. The new workflow is available for new Admin sets, but isn't loaded for previously created admin sets.
