Put SSO tab behind feature flag

Story

Make sure the custom SSO tab in the admin panel is behind a feature flag before deploying to commons-archive

Acceptance Criteria

[ ] The features tab has a toggle to show the auth provider tab
[ ] Auth Provider tab in admin dashboard is only visible when the feature flag is set to true

Testing

[ ] To test on staging, log into https://reshare.palni-palci-staging.notch8.cloud/ as admin user
[ ] Navigate to Dashboard > Settings > Features: https://reshare.palni-palci-staging.notch8.cloud/admin/features?locale=en
[ ] Scroll all the way down to Show auth provider in admin dashboard. If this is not already enabled, click on to turn it on.
[ ] From your Dashboard, scroll all the way down. Open the Settings tab on the sidebar.
[ ] Verify that you can see Auth Provider underneath the Settings tab
[ ] Click it and verify that you are directed to the Authentication Provider page

When I flipped the auth provider feature flipper to on began seeing a 500 error immediately. Error persists when trying to reload the dashboard.

Example: nic2.commons-archive.org group-nd.commons-archive.org

@ndroark I forgot to run the migrations when I deployed. Can you try again?

Looks like that enabled it. I'll keep testing the other settings.
