Summary

Iiif Print is not splitting.

PS. This is working for Hyku.

This is blocking us from pushing the embargo SOW to the client.

Acceptance Criteria

[ ] Iiif should split pdfs when created manually, via the UI
[ ] Iiif should split pdfs via bulkrax
