HARD DEADLINE FOR UPGRADE: before May 31

Requirements: AWS has alerted CalState that they need to upgrade the aws rds database with db_identifier: hydra, in us-west-2 link to aws from it’s current db.t2 instance type to db.t3 or higher, since they are retiring the older type.
Maintenance is scheudled for the week of April 29 - May 3

Acceptance criteria:

new ticket on board for the maintenace and rough outline of maint involved with links
update client in channel with findings
