Spike: Find a solution for role terms

This is a spike ticket. Action for this work will be done on #104. Update 104 with approach.

Client request came from slack:

"We are reviewing the current add work form and all of the expanded additional fields.

The amount of role terms in the form make it unusable. We've thought of a few options for fixing this:

• The creator and contributor fields have drop downs to select a role mapped to those fields.
• A button similar to “additional fields” that will expand/collapse just the role terms.
• The role terms sorted so that they are the last metadata elements in the form.
• Set infrequently selected role terms to admin only (keep frequent terms in main form: creator, contributor, and author).

The options are sorted by preference. What's the relative ease of implementation for each one?"
