Remove and rebuild does not work with batches

Summary

Remove and rebuild only works as one-off, not with batches (editing the importer)

Acceptance Criteria

• [ ] As an admin user, I can use remove and rebuild on batches of records by editing the importer

Testing Instructions

• [ ] Open good jobs
• [ ] Go to an existing importer or create a new one
• [ ] Edit the importer and click Existing Entries under Add CSV File to Import
  • [ ] Select a status to rerun (Selecting complete will still work for testing purposes)
• [ ] Click 'Update Importer' -> 'Remove and Rebuild'
• [ ] Verify jobs queue up in good jobs

Finally, I just want to say that remove and rebuild works for me if i do them one at a time, but not if I do them in a batch with edit import.

@kirkkwang Do you have any advice on the best way to test this on staging? Do I need to have something fail you think, or just test it versus any status? I'm trying to make sure there wouldn't be something specific about a failed fileset that would require that for testing.

@markpbaggett you can do it against any status for now, the true test probably would be in production against the failed ones though
