Every 4 imports, there is a file that won't import #629

Summary

For every 4 imports, there is a file that won't import no matter what they do. They get a Ldp:http error. How do we handle those, is this a bug that can be fixed?

I've updated the fcrepo to have more memory and tuned the garbage collector. These are two big reasons why this happens.
