Rename repository to scifio-ome-xml #5

This repository is all about support for the OME data model, and OME-XML and OME-TIFF file formats.

We could call it scifio-ome but that might be too general and confusing since we also have scifio-omero. Perhaps scifio-ome-xml is future-proof enough, while remaining clear what the project is really for. I think ome-formats is weird because it loses the scifio- prefix (unlike any other SCIFIO-related project), and also formats is not clear exactly which formats are covered.

Closed this prematurely. Of course, there is work to do in the repo itself to rename everything to scifio-ome-xml

Steps for a complete rename:

Update the pom and other files in the repo
Update pom-scijava properties
Update bump-pom-scijava GAV info
Verify that the updated Bump-POM-SciJava works with the new GAV
Release a version and update dependencies ------ continue on from current snapshot, or restart?
Update website references to OME-Formats

That's everything I can think of..

So... you kept the name ome-formats but just capitalized it to OME-Formats? I am confused.

I renamed it to scifio-ome-xml, then realized it was going to be more work than I thought, then was embarrassed that I had left things in a partially modified state and so reverted them. Except I couldn't remember how things were capitalized before

I think a name such as scifio-ome or scifio-ome-xml is much less confuse that ome-formats ! Indeed ome-formats is a plugin which add a new format to scifio. As all scifio plugins it should be called scifio-name_of_plugin.

Initial rename done in fbf6aace540e377548152be2b98e02867062e8a4, 0b018e55008dfd718a4fd968e914fc24f511b93a, b9a3016146cb583e84ddc164c581f970e58eae5b and 4c21686c17dcd6e189ece2c04fca30f5a4e802f7. Still need to fix Bump-POM-SciJava but that can wait.

bump-pom-scijava (jenkins and .sh), release-version.sh, and pom-scijava properties have all been updated. I don't think there is anything else to do. Thanks for doing the hard part @ctrueden !
