The build and install should not fail, even if c-extension fails to build. If c-extension is not there, multitau_mt will fallback to the python version with annoying messages.

I went through and made the style changes to satisfy the flake8 style checker and addressed @mrakitin's other suggestions. Thanks for the close read, @mrakitin!

I also took the liberty of moving the installation and usage info from the REAMDE into the published documentation. I put a link to the documentation in the README. Better to only have to maintain one copy in one place.
