Restrict mpl below 3.8 #442

Fixes #441 to make sure projects with mplhep don't fail now. We can fix the actualy issue, i.e. replace the removed module docstring, maybe @andrzejnovak has some ideas already?

Thanks for the PR. I am out this week and not keen on merging since it's failing in 3.11, but I'll take better look next week.

I am not sure why have I not noticed we have head of depedencies jobs failing for a while, should have caught this sooner :/
